A permanent opportunity for a Construction Administrator to provide technical support on live construction projects.
A public sector organisation based in Carlisle.
To provide technical support to on-going live construction projects, to ensure they are completed on time and within budget.
This includes assisting with co-ordination, programming, cost monitoring, H&S, planning, feasibility advice, risk assessment and overall liaison with all parties both internal and external.
Assist with the preparation of additional estimates, quotations, budget estimates, tenders and contracts, in line with business demands.
Liaison with external project managers to manage construction projects to enable them to be completed on time and within budget. Manage, oversee, liaise and co-ordinate the design, programming and delivery of all aspects of capital projects.
Assisting with the implementation of the procurement procedures from advert to selection process for Design Consultants and Principal Contractors for each and every project.
Promote best value including responsibility for overseeing all financial aspects in an effort to achieve cost certainty for each project. Approve contractor payments.
Monitor cost, time and quality against project projections.
Ensure the co-ordination of resources to achieve financial and quality targets/specifications.
Promote and utilise established project management practices to ensure project delivery.
Assist with the provision of professional advice on all aspects of project management construction, feasibility issues, costs procurement.
Provide high quality management information, monitoring and progress reports as required paying particular attention to detail.
Maintain construction Health &Safety awareness including risk assessments and maintain appropriate CDM information and monitoring.
Monitor and maintain a select list of subcontractors to ensure, for example, insurance and tax certificates comply and are up to date.
Collate management information and produce timely financial reports relating to estimating and quantity surveying activities.
Implement and monitor a positive performance culture, complying with policies that enable delivery of agreed targets and service standards.
Assist Service Managers in progressing project concepts/visions or corporate policy requirements through the feasibility phase to capital project status.

Educated to degree level or equivalent level of knowledge and depth of thinking
Member of a construction related organisation such as RICS, CIOB, ICE or ICES (D)
Recognised Construction Project Management qualification (D)
Minimum of 5 years’ experience of contract administration.
Experience of the construction process.
Good understanding of construction terminology and construction processes.
Knowledge and experience of dealing with CDM and other health and safety legislation.
Experience in dealing with and understanding the issues confronting local authorities and respect of Best Value. (D)
Knowledge and understanding of current legislation relevant to the post.
Experience of Budget management
Experience of producing reports for a variety of audiences
Knowledge of current Health & Safety legislation relevant to the post

Salary £30,000 – £33,000 plus package.
